Fframwaith is the Rhondda Cynon Taf Children and Young People’s Partnership, which was established to promote local co-operation amongst agencies to improve the well-being of children, young people and their families.
The partnership consists of representatives from various different organisations which includes the Local Authority, Health, Voluntary and Statutory Sector, all of which provide services to children, young people and their families.
The partnership structure ensures that it is able to fulfil the requirements set out in the Children Act 2004.
The Fframwaith Support Team co-ordinates this work and oversees the monitoring and evaluation of services commissioned by Fframwaith.
The vision of Fframwaith is that children and young people in Rhondda Cynon Taf will be healthy, well educated, confident and creative individuals contributing to and living safely within their sustainable communities.
The Welsh Assembly Government has set out 7 Rights to Action as the basis of all its work for children and young people in Wales.
They seek to ensure that all children and young people:
* have the best start in life;
* have a comprehensive range of education and learning opportunities;
* enjoy the best possible health and are free from abuse, victimisation and exploitation;
* have access to play, sporting, leisure and cultural activities;
* are listened to, treated with respect, and have their race and cultural identity recognised;
* have a safe home and a community which supports physical and emotional well-being;
* are not disadvantaged by poverty.
Fframwaith commissions services according to the needs of the children, young people and their families of Rhondda Cynon Taf.
This involves working together to ensure that children, young people and their families influence the planning and delivery of services in their communities.
Commissioning is the process of identifying, supplying and checking that services meet the needs of children, young people and their families.
The main elements of commissioning are a shared understanding of what is needed, knowledge of the area, and a clear course of action to achieve fairness and openness with useful monitoring and financial systems.
Fframwaith achieves this through working with other agencies to understand what the children, young people and their families of Rhondda Cynon Taf need.
Fframwaith yw Partneriaeth Plant a Phobl Ifainc Rhondda Cynon Taf. Cafodd ei sefydlu i hyrwyddo cydweithio lleol rhwng asaintaethau er mwyn gwella lles plant, pobl ifainc a'u teuluoedd.
Mae’r Bartneriaeth yn cynnwys cynrychiolwyr o wahanol gyrff sy’n darparu gwasanaethau i blant, phobl ifainc a'u teuluoedd gan gynnwys yr Awdurdod Lleol a’r Sectorau Iechyd, Gwirfoddol a Statudol.
Mae strwythur y Bartneriaeth yn gwneud yn siwr ei bod yn gallu bodloni gofynion Deddf Plant 2004.
Mae Carfan Gymorth Cynllun Fframwaith yn cydlynu'r gwaith yma ac yn goruchwylio'r gwaith o fonitro a gwerthuso gwasanaethau mae Fframwaith yn eu comisiynu.
Gweledigaeth Fframwaith yw y bydd plant a phobl ifainc Rhondda Cynon Taf yn unigolion iach, hyderus, creadigiol, ag addysg dda, ac y byddan nhw'n cyfrannu at eu cymunedau cynaliadwy ac yn byw'n ddiogel ynddyn nhw.
Mae Llywodraeth Cynulliad Cymru wedi nodi Saith Nod Craidd (Gweithredu’r Hawliau) fel sail ar gyfer ei holl waith ar gyfer plant a phobl ifainc yng Nghymru.
Mae’n ceisio gwneud yn siwr bod pob plentyn a pherson ifainc:
* yn cychwyn bywyd yn dda;
* yn cael ystod gynhwysfawr o gyfleoedd addysg, hyfforddiant a dysgu;
* yn yr iechyd gorau posibl, ac yn cael rhyddid oddi wrth gamdriniaeth, erledigaeth a chamfanteisio;
* yn cael mynediad at weithgareddau chwarae, hamdden, chwaraeon a diwylliant;
* yn cael eu parchu, a’u hil a’u hunaniaeth ddiwylliannol yn cael eu cydnabod;
* yn cael cartref a chymuned ddiogel sy’n cefnogi lles corfforol ac emosiynol;
* ddim dan anfantais oherwydd tlodi.
Mae Fframwaith yn comisiynu gwasanaethau yn ôl anghenion plant a phobl ifainc a'u teuluoedd ynRhondda Cynon Taf.
Mae hyn yn golygu cydweithio er mwyn gwneud yn siwr bod plant, pobl ifainc a'u teuluoedd yn cael dylanwadu ar y gwaith o gynllunio a darparu gwasanaethau yn eu cymunedau.
Comisiynu yw’r broses o bennu gwasanaethau, eu darparu a gwneud yn siwr eu bod yn bodloni anghenion plant, phobl ifainca'u teuluoedd.
Prif elfennau comisiynu yw cyd-ddealltwriaeth o’r hyn sydd ei angen, gwybodaeth am yr ardal, a chamau gweithredu clir er mwyn bod yn deg ac yn agored gyda’n systemau monitro ac ariannol defnyddiol.
Mae Fframwaith yn gwneud hyn drwy weithio gydag asiantaethau eraill i ddeall yr hyn sydd ei angen ar blant, phobl ifainc a'u teuluoedd yn Rhondda Cynon Taf.
