Fframwaith is committed to the participation and involvement of all children, young people and their families within RCT. So what is it exactly? Participation means to take part, or join in – but also much more than that, it is about being involved and having the right to give your own views and opinions on things that may concern you. Although participation is not forced involvement, as some may wish not to participate, but it is about having the choice to do so.
Locally, we define participation as:
‘Participation means that it is my right to be involved in making decision, planning, and reviewing an action that might affect me - having a voice, having a choice’.
For Fframwaith, participation is also about working in a way that continuously involves children, young people and their families.
Article 12 of The United Nations Convention on the Rights of the Child (UNCRC) state, ‘Every young person in Wales has the right to be consulted, to participate in decision making, to be heard on all matters that concern them or have an impact on their lives.’
The right to participate is embedded in the articles of The United Nations Convention on the Rights of the Child, these articles underpin all the work of Fframwaith:
National Standards for the participation of children and young people have been developed by the Participation Consortium for Wales and the Participation Unit, by listening to the views and opinions of children and young people from across Wales, and Fframwaith have adopted these standards. There are many forums in Rhondda Cynon Taf, whereby children and young people can give their own views and opinions. Some of these have been set up within communities and voluntary sector organisations, to involve the children and young people on issues directly concerning them within their own areas.
Some young people want to get involved in tackling wider issues, and are members of more borough-wide groups, others enjoy participating on their school council.
Opportunities for involvement on a wide range of forums include:-
Young People Say Training:
Young People Say… is a National Project, whereby young people between the ages of 16yrs and 25yrs are trained to deliver participation training themselves, to organisations, service providers etc. The training is for people who work with young people directly or work with young people in mind and is backed by Millennium Volunteers. There is commitment required but the young people will be supported every step of the way, and the project will help them to increase their confidence and self-esteem, whilst developing their knowledge and understanding of participation and the issues surrounding it. The young people can choose to undertake an OCN in participation whilst training. There are many benefits to this approach, for the young people themselves as well as the organisations which will receive the training. When participation is integral to service design and delivery, children and young people have opportunities to instigate change for improvements where they are needed.
The Young People Say… project is now run jointly with Interlink, with the current cohort of young people almost ready to deliver participation training themselves.

Mae Fframwaith wedi ymroi i ofalu bod plant, pobl ifainc a’u teuluoedd yn RhCT yn cael manteisio ar gyfleoedd i gymryd rhan. Beth mae hyn yn ei olygu? Mae cyfranogiad yn golygu cymryd rhan neu ddod yn rhan o bethau - a llawer rhagor, mae hefyd yn golygu bod yn rhan o bethau a chael hawl i leisio’ch barn ar y materion hynny sydd o bwys ichi. Serch bod cymryd rhan ddim yn orfodol, oherwydd efallai fydd rhai pobl sy ddim yn dymuno cymryd rhan, yr hyn sy bwysicaf ydy gofalu bod cyfleoedd o’r fath ar gael.
Dyma’n diffiniad o faterion cyfranogiad yn lleol:
“Ystyr cyfranogiad yw bod gennyf yr hawl i fod yn rhan o wneud penderfyniadau, o gynllunio ac o adolygu unrhyw gam a allai effeithio arnaf i. Cael llais, cael dewis.”
Ar gyfer Fframwaith, mae cyfranogiad yn golygu gweithio mewn ffordd sy’n cynnwys plant, pobl ifainc a’u teuluoedd byth a hefyd.
Mae Erthygl rhif 12 ar Hawliau Plentyn Cynhadledd y Cenhedloedd Unedig (UNCRC) yn pennu, ‘Every young person in Wales has the right to be consulted, to participate in decision making, to be heard on all matters that concern them or have an impact on their lives.’
Mae’r hawl yma yn chwarae rhan ganolog yn erthyglau Cynhadledd y Cenhedloedd Unedig ar Hawliau’r Plentyn, ac mae’r erthyglau yma wrth wraidd gwaith Fframwaith i gyd:
Consortiwm Cyfranogiad Plant a Phobl Ifainc Cymru a ddatblygodd y Safonau Cenedlaethol ar gyfer cyfranogiad plant a phobl ifainc. Mae nifer o gylchoedd trafod ar gael yn Rhondda Cynon Taf, ac sy’n rhoi cyfle i blant a phobl ifainc i leisio’u barn. Mae sefydlu rhai o’r cylchoedd yma yn y cymunedau ac mewn sefydliadau yn y sector gwirfoddol, i ddod â phlant a phobl ifainc yn rhan o’r materion hynny sy’n effeithio arnyn nhw yn eu hardaloedd.
Mae rhai pobl ifainc eisiau dod yn rhan o drefnau sy’n mynd i’r afael â materion ehangach, ac sy’n aelodau o gylchoedd sy’n ymestyn ar hyd a lled y fwrdeistref, tra bod eraill yn mwynhau cymryd rhan yng nghyngor yr ysgol. Mae cyfleoedd i ddod yn rhan o ystod eang o gylchoedd trafod yn cynnwys:-
